Is it okay to wear a sleeveless dress to a bar mitzvah if I have a shawl over it?
The dress looks KINDA like this, it's white but has a black bow for a belt.:

I have a black shawl to go over it though. The actual dress I have looks a lot better than the one shown in the picture. ^^
It's also a luncheon.
I'm not very familiar with bar mitzvahs but from the knowledge I have about Jewish considerations as far as clothing goes, I would say that this dress may be inappropriate. I think that it is safer to wear a dress that covers your shoulders. The fact is that if you wear just a shawl on your nude shoulders, you don't keep your shawl all the time on your shoulders so inevitably your shoulders will be uncovered at some point during the event. I would also advise you to choose a dress that is somewhat longer than the one showed in the link.
But of course, all of this can very much depend on the kind of community, some will be more conservative, some will be more "progressive".
But in any case I think that it is always more sensible to choose the option that could cause the least that people would be offended by your outfit, plus you are going to a synagogue, a place where God is worshiped, so you do want to dress "conservatively".
